Can anyone tell me why the second leg of the qualification for Euro 1992 wasn’t played?

That match (was planned to play in 18.12.1991) was cancelled because there was a political turmoil in Albania. The communist regime collapsed in 1990 and the Republic of Albania was founded in 1991.

Moreover, the second leg of this match was not important for both Spain and Albania, because Spain did not have a chance to win the group. Therefore, they were agreed on this cancellation.
